I don't think so. It doesn't look like Richtofen is controlling the zombies (no blue eyes) but I'm not convinced Samantha is either...I think Richtofen is in his own body at this point.
I think it's possible a future version of Samantha (due to her not being born) is stuck somewhere and we have to get her out using her clues from her future self.
