I think 3 is a perfectly good number for shotguns at most 4 if you had a shottie like the ksg that fired a slug .
Thing is with shotguns as opposed to other weapons there's not much scope for variety most of the other classes.
You have what auto, semi auto and then the fun old skool shotgun like the 87's
personaly id prefer less shotguns but maybe different attachments/ ammo to give us more ways of using them
