I think if they implemented the UAV like I suggested, they could get away with removing Ghost so that earning the UAV actaully was a real reward. You would have 45 Seconds worth of time where you can see the enemy location, which would be a huge advantage in a game where nobody can hide from it, and the radar is much harder to earn.
By having the UAV as such a low kill streak, it encourages UAV Spam, which in turn encourages people to equip things such as Ghost and Assassin. Remove the spam, and you remove the desire to use such perks.
