In HC Squad Mates are definitely OP. Actually, OP isn't the right term. They just have too much health.
Dogs aren't OP as such they're just annoying. I've been killed loads by dogs that just appear from nowhere. Sometimes they'll run around a corner and I'm dead. You have no time to react to them. Plus half of the time you're dead before they've even touched you.
