It's because the games, since MW2 on really, have degenerated into constant Players vs. Streaks games rather than Players vs. Players. Streaks are not supposed to be the focus of the game. They're supposed to be things to assist you, not do most of the work for you, once you obtain them.
In previous games, you could get what can constitute as mid to even higher-end streaks for pretty lower end cost in comparison, which is ridiculous.
Now, if you stick with lower end streaks, you're going to get lower end results most of the time. If you want a bigger streak capable of killing the enemy team a number of times (like the LOKI), you're going to have to actually work harder for it and it's not going to be something you'll be seeing virtually every single match like you would with constant Predator Missile spam in previous games, or Attack Helicopters, or Hellstorm Missiles, or Lightning Strikes, etc.
